From facing lines, this is just the same as an ordinary Face Out. Remember that the "out" of a Face Out means away from the center of the square.
But by far the most common usage of this call is from a squared set, where either the heads or the sides do it, starting with empty space in front of them. In this case they must walk forward in order to turn and become a couple. For example, on a Heads Pair Off, the heads will walk into the center of the square and turn to become a couple facing the sides.
